1. Examinations for the 2nd Mate of Foreign going ship and for officer in-charge (NCV) are being done as per the requirements under section M-II/1 and section M-II/5 of MS STCW rules 1998. The Directorate clarifies further the following issues with respect to the eligibility criteria of the candidates for the said examination.
2. A candidate, who has started his sea service after 1st of August, 1998 is required to have a Directorate General of shipping approved pre sea training of either cadet or ratings as applicable for his respective categories. In case a candidate has started his sea career before 1stAugust, 1998 this conditions may not be necessary.
(a) A candidate who has already started his examination process by taking admission in the Directorate General of Shipping approved post sea competency courses without meeting the criteria as stated in para 2 above, shall be allowed to pursue the NWKO (NCV) stream. However, no such candidates shall be given admission in the Training Institute conducting post sea competency courses for NWKO (NCV) with effect from 1st of January, 2007
(b.) A candidate (10+2 PCM), who has already passed the written examination of the NWKO (NCV) and subsequently taken admission or done the post sea competency course of 2nd Mate (FG) Examination shall be permitted to undergo the examination process of 2nd Mate Certificate of Competency Certification.
3. The sea service record as reflected in CDC of other nations may be considered for assessment of sea service for eligibility criteria for examination.
4. A candidate who has not done pre sea training and has started his sea career before 1st August, 1998 is required to follow the NCV stream.
5. The examination and assessment of sea service are to be done as per the requirement of MS examination rules 1998 which is now in its full effect after 1st Feb., 2002, including above stated modifications.
This issues with the Approval of Chief Examiner of Master and Mates and supersedes all other circulars/ letters issued on this subject.
